Letter from Kazuo Matsubara to the San Francisco Board of Police Commissioners
Acting Japanese Consul Matsubara sent a letter to the San Francisco Board of Police Commissioners regarding Japanese employment agents who have been denied licenses, asking the San Francisco Board of Police Commissioners to verify that they were denied and to provide reasons for the denials. Matsubara has not yet received a reply, and is enclosing a copy of the original letter. Matsubara would also like to know about unofficial reports he has had that these licenses are being denied to non-United States citizens.
