President Roosevelt would like the smuggling of arms and their sale to the Yaqui tribe of Native Americans to be stopped, and instructs Army Chief of Staff General Bell to dispatch a force of cavalry to Arizona to cooperate with United States Marshal Ben Daniels and the Mexican customs authorities in stopping this trade. He asks Bell to also look up precedents for this sort of action to discover what sort of order should be given, and to report to Acting Secretary of State Robert Bacon on the matter. It would be best to use the smallest number of troops that will still be able to do the work, in order to avoid drawing attention to the matter.

The State Department has already replied to Kelly and Company regarding one of their vessels being prevented from landing at Macoris, Dominican Republic. Local naval commanders are to protect all legitimate trade and communicate with ship masters. This case is complicated as the vessel is under the Norwegian flag but Assistant Secretary of State Adee believes that “American naval commanders are giving all proper and necessary assistance.”

Letter from Eugene Tyler Chamberlain to Theodore Roosevelt

Eugene Tyler Chamberlain, the Commissioner of Navigation, believes that the Philippine bill before the Senate is discriminatory and not in accord with the Peace Commission at Paris. The bill imposes a tax on foreign vessels conducting inter-island trade, but excludes American and Spanish vessels. Commissioner Chamberlain believes that this is an opportunity to display “friendliness” toward Germany by giving them similar privileges.
