Thomas Henry Barry thanks William Loeb for the good words that Loeb has been putting in on his behalf. Barry hopes President Roosevelt will favor his claim to be appointed Major General, as it will be his last appointment during Roosevelt’s administration. German Ambassador Herman Speck Von Sternburg and his wife, Lillian May Speck von Sternburg, are leaving Cuba for Tampa today. They have enjoyed their visit, and can give the president an interesting account of the trip.

General Barry informs President Roosevelt that Herman Speck von Sternburg and Lillian May Speck von Sternburg have departed Havana, Cuba, for Santiago, Cuba. They are planning to leave for Washington, D.C., on March 10th, and will travel via Tampa, Florida. It is currently Carnival season in Havana, so the city is full of visitors, including Richard Harding Davis and his wife Cecil Clark Davis. Barry says that they have kept the peace in the temporary absence of Provisional Governor Charles E. Magoon, but will be glad to having him back.

James Alfred Roosevelt recommends Edward R. Gunby of Tampa, Florida, for appointment to the federal judgeship there. Roosevelt describes Gunby’s qualifications and characteristics to his cousin, President Roosevelt. Roosevelt is taking an interest in local Tampa politics as “an outsider.” Roosevelt tells people who ask about a third term for President Roosevelt that he thinks the president will not run again.

Chief of Staff Bell writes to President Roosevelt about the difficulty acquiring ships for transport of troops and supplies to Cuba. Ports in the south should anticipate higher traffic of troops and supplies back and forth. Bell asks that Roosevelt speak with governors of southern states, asking them to lift their quarantine of ships returning from Cuba to expedite the process.

Secretary of the Navy Bonaparte assures President Roosevelt that he is consulting with the Department of State regarding actions in Cuba. Bonaparte made transportation arrangements for Secretary of War Taft and Acting Secretary of State Bacon to travel to Havana by way of Key West, but they decided to go via Tampa instead. Bonaparte believes Taft should command the Navy in Cuban waters during an emergency and urges Roosevelt to send instructions to that effect. On another matter, Bonaparte encloses a letter from Philllips Lee Goldsborough inquiring whether he may serve as chairman of William H. Jackson’s congressional campaign. Bonaparte believes that allowing Goldsborough to do so would benefit Roosevelt politically. Having Jackson in Congress will offset losses elsewhere.

Lembeck notes the business meeting, including the election of officers, and he highlights the seven speakers at the meeting, providing a brief synopsis of each of their addresses. Lembeck also notes the conferring of the Bertha B. Rose Award and the USS Theodore Roosevelt Junior Officer Award. Thirty-seven photographs taken by Art Koch of the speakers, guests, and members of the TRA leadership accompany the text.

Gary Ross Mormino explores the relationship between Florida, Cuba, and the Spanish-American War. Mormino describes the enclaves of Cuban immigrants in Florida, and he notes that cities like Key West, Florida, were home to revolutionary movements and figures like Jose Marti. Mormino examines the influx of soldiers into Florida cities such as Tampa, Lakeland, and Miami, and he details the not unexpected difficulties with drink, women, and race relations between white and African American soldiers. Mormino also describes the chaotic mustering and departure of the troops from Florida, and he asserts that while much of Florida may have experienced a temporary economic boost from the war, it had “little long-term impact” on the state.

Cordery explores the visit of Edith Kermit Carow Roosevelt to Tampa, Florida, in June 1898 to spend time with her husband, Lieutenant Colonel Theodore Roosevelt, before his regiment departed for battle in Cuba. Cordery provides background for the visit, including the poor health of Edith and her son Theodore Roosevelt in the months leading up to the Spanish-American War. Cordery describes the Tampa Bay Hotel where the Roosevelts stayed, and she notes Edith’s interactions with members of the Rough Riders and the press, in particular, reporter Richard Harding Davis. Cordery asserts that the visit was important to the Roosevelts, assuring Roosevelt that his wife was well enough to care for their family in his absence.
Six photographs accompany the text, including a portrait of the Roosevelt family, Roosevelt’s favorite picture of Edith, three scenes from Tampa, Florida, and a photograph of Cordery.

This edition of the “News and Notes” section opens with the somber news that three aircrew from the USS Theodore Roosevelt were lost in combat during Operation Desert Storm in February 1991. The section encourages members of the Theodore Roosevelt Association (TRA) to contribute to an education trust fund for the four children of the lost airmen. “News and Notes” also provides details about the various awards, grants and prizes conferred by the TRA and its associated organizations in the first half of 1991: Lawrence J. Sanders awards for essays in American history at the Roosevelt Study Center in the Netherlands; natural history research grants from the Theodore Roosevelt Memorial Fund at the American Museum of Natural History; Theodore Roosevelt Public Speaking Contest for the New York City public schools; the Theodore and Franklin D. Roosevelt Naval History Prize; and the TRA Police Award for the New York City Police Department. The latter report features a reprint of a story from the New York Times detailing the heroism of Police Officer Yolanda Lugo. The section also conveys the death of a National Park Service staffer at Sagamore Hill National Historic Site who died in a fire, and highlights the meeting of the Rough Riders reenactors group in Tampa, Florida.
