Letter from Elihu Root to Theodore Roosevelt
Secretary of War Root reports to President Roosevelt regarding the appointment of two chaplains after two previous chaplains have left. The two men will be appointed after they present their credentials, and pending approval from Roosevelt. In light of these appointments, an Episcopalian minister, James Fleming, will not be appointed, but will be considered once another opening is available.
