Theodore Roosevelt is glad to receive a copy of Stanley Washburn’s Victory in Defeat. Roosevelt believes that the Russians are entitled to everything Washburn says about them, but he wishes that in their moment of triumph they had acted better towards Polish, Finnish, and Jewish people.
