Secretary of the Navy Long states that reports in the newspapers pertaining to a United States naval base in Havana, Cuba, are false. Information supposedly from Admiral Bradford has been leaked to the press. Bradford denies any involvement in the leak.

General Wood updates President Roosevelt on the situation in Cuba and believes that the elections were successful. If there is a change in the Philippines he would like the opportunity to “go at the situation” with a similar level of authority to his position in Cuba. Wood was pleased to hear that Colonel Bliss will be appointed a Brigadier General.

Secretary of War Taft notifies President Roosevelt that he arrived in Havana, Cuba, yesterday morning. Taft believes that people in cities and in the country favor the insurgents by a large majority. The insurgents “live wholly on the country and must move to live.” They have not yet done much damage, but if they set fire to the sugar plants and sugar cane, they “could destroy one hundred millions in ten days.” The main issue of disagreement between the insurgents and the government is in regard to the election; the insurgents want it annulled. Taft does not feel a solution can be suggested as of yet, but he is having Frank S. Cairns investigate further.

Secretary of War Taft reports to President Roosevelt on the situation in Cuba. There is an ongoing governmental crisis in Cuba, and the situation may demand intervention by the United States. Taft suggests a draft of a proclamation in case this establishment becomes necessary to enforce the laws and protect the lives and properties of the people on the island. He also includes the text of a message from Cuban President Tomas Estrada Palma commenting on the failure to elect a replacement president, and laying out what actions he is taking as a consequence of this.
