Maurice Francis Egan sends President Roosevelt a book about the Icelandic-Celtic sagas and informs the president about giving Thomas J. O’Brien’s letter of recall to Danish King Frederick VIII on September 6, 1907. Egan recounts his visit to Frederik VIII and his wife, Queen Louise, mentioning his discussion with Louise about Christian Science and her opinion that Roosevelt was handling race relations and treatment of African Americans in a Christian way. Although Egan feels that Danish is difficult to learn, he believes he is getting along well.

Theodore Roosevelt will not sign the enclosed translation because there are “little variations for which [he will] not be willing to stand.” Roosevelt says he will sign what he has said that is directly quoted in English, word for word.

Brigadier General Smith delivers a speech upon taking office as the Governor-General of the Philippines. He praises the work of his predecessors Henry C. Ide, Luke E. Wright, and William H. Taft. He blames the Philippine-American War (1899-1902) on the Filipinos misunderstanding the motives of the United States’ policy to govern the Philippines while preparing the Filipinos for self-government rather than granting them independence immediately. Smith credits the United States for its restraint towards enemy combatants and in building in the Philippines municipal, judicial, educational, and taxation infrastructure while promoting a slate of liberal civil rights. He believes that to restore prosperity following the destructive war they will need to encourage new markets, American investment, the construction of railroads, and better training for the Philippines Constabulary. He particularly believes in broad education in the English language and in the trades. He recommends postponing the question of independence and addressing instead practical matters. He notes the importance of separating state functions from those of the Catholic church.

In a lengthy letter, Albert T. Sinclair describes his research on Celtic language and the history of the Celts in Europe during prehistoric times. Sinclair believes that Celtic influence on Europe and western Asia has been underestimated, and thinks that modern English has been influenced by Celtic far more than current scholars believe. He lists many scholars and professors he has contacted about his views, and asks if Theodore Roosevelt knows anybody who can devote time to researching the Celts more deeply.

Ambassador Meyer tells Acting Secretary of State Adee that Sergei Vitte called on him recently. Meyer was impressed with Vitte’s character and direct way of speaking. Vitte told Meyer that he regrets Ito Hirobumi is not coming as plenipotentiary, as Vitte feels they could have come to an immediate understanding. Vitte will do the utmost within his instructions in order to bring about an agreement.
