Letter from Seth H. McGee to Theodore Roosevelt

Seth H. McGee would like President Roosevelt to have the signature of former Governor of Georgia Rufus B. Bullock (whom he mistakenly believes to have been Roosevelt’s grandfather), and so sends Roosevelt an old commission signed by Bullock. McGee opines that he would like to see Benjamin M. Hall sent to Panama to finish the canal, rather than Hall being out West or in Atlanta.

Henry S. Pritchett suspects John F. Stevens, Chief Engineer of the Isthmian Canal Commission, is under considerable mental and emotional strain and is inadequate in “government methods of business.” While he praises Stevens’ work ethic, Pritchett believes he lacks the moral fortitude and patience necessary it succeed in this position.

Letter from Theodore Roosevelt to the Isthmian Canal Commission

After serious review, President Roosevelt asks Chairman Shonts whether to accept a bid for the construction of the Panama Canal under the present contract or to reject all bids entirely. Roosevelt cites that the two most desirable bids, McArthur Syndicate then William J. Oliver and Anson M. Bangs, fit all the requirements with exception to “the least expense of the Government” due to the bidders’ desire to split profits with investors. Roosevelt also informs Shonts of the resignation of John F. Stevens, chief engineer of the project, and solicits to have him replaced with Major George W. Goethals, who agrees with Roosevelt and Stevens that a new contract must be drafted. In the meantime, he requests that the Commission reject the two bids aforementioned.

President Roosevelt assures John M. Glenn that “the spirit of fair play and a square deal” was adhered to in connection with John Findley Wallace’s resignation as Chief engineer of the Panama Canal, and there is no need for further investigation. All proceedings in the matter were open to the public, and there is no further information to reveal.

Assistant Secretary of the Navy Roosevelt thanks Ira N. Hollis for his letter. Weaver’s letter made Roosevelt indignant. He agrees with Hollis’s plans regarding engineers but thinks he can do more by appearing impartial. Roosevelt asks if he sent Hollis Cooper’s letter, which is just as violent as Weaver’s. He will try his luck with the bill if Secretary of the Navy John Davis Long permits him and inquires who would be a good engineer to help draft it.

Letter from Cassius E. Gillette to Theodore Roosevelt

Cassius E. Gillette believes that the construction of the Gatun dam is the appropriate way of proceeding with the construction of the Panama canal, and comments on the construction of the canal in general. Gillette suggests the names of several engineers to President Roosevelt as candidates to accompany President-Elect William H. Taft to visit the canal.
