Attorney General Moody requests William Loeb’s opinion regarding a proposal to promote Mr. Lloyd to the Assistant District Attorney position vacated by Henry C. Platt in New York. In the proposal, Lloyd’s former position is eliminated and the salary distributed among the other employees in the office. Moody also asks if William Michael Byrne, who wished to take Platt’s position, would accept a lesser job in the district attorney’s office.

Memorandum expressing concerns about the U.S. Navy

For the U.S. Navy to fulfill its mission, it must be able to meet its enemies on equal terms. This principle has not been maintained in the building of recent battleships and other vessels. If the ships are adequate, sometimes the gunnery is not. Not enough people have been allowed to have input on the design. Opportunity for promotion for younger sailors is also a concern. There should be an easier track to promotion so there are younger experienced officers in the event of war. The memorandum includes statistics on the age of U.S. Navy officers compared with those of England, Germany, Russia, and Japan.

Letter from Secretary of Theodore Roosevelt to Mabel Ciscle

Theodore Roosevelt’s secretary informs Mabel Ciscle that Roosevelt has made it his policy since leaving the White House not to advocate on anyone’s behalf with regard to obtaining employment or promotions. If Roosevelt were to make an exception in this case, “common fairness” would require him to do so in all cases, and he would soon be overwhelmed by such requests.
