President Roosevelt states that he wants all watchmen, lock tenders, and lock employees to be considered as covered by the eight-hour-a-day law. He wants Secretary of War William H. Taft to make exceptions only on a case-by-case basis, and the president desires that the number of all exceptions is reported to him. Roosevelt wants this policy to go into effect immediately.

Charles Patrick Neill informs Theodore Roosevelt that his investigation into a single complaint into a violation of the eight-hour law has revealed unexpected and complex conditions that are more complicated than originally thought. The investigation found countless violations of the eight-hour law by contractors in many areas of work. Even government departments, like the War and Navy departments and others, have been allowing contractors to violate the law. Neill believes that a full investigation must be completed and that all government departments should follow the same standards and enforce the law uniformly.

Letter from Theodore Roosevelt to Augustus Peabody Gardner

President Roosevelt believes that the effort to restrict immigration will be good for the country, although it could be politically harmful. Roosevelt spoke with several priests who support restrictions as they are having a difficult time keeping so many Catholic immigrants active in the Church. He is concerned about Representative Gardner’s fight with Mr. Schofield and surprised at Samuel Gompers’s attitude towards eight hour restrictions at the Panama Canal Zone.
