Ernest H. Wands informs Theodore Roosevelt that this summer at the exposition commemorating 100 years of Ecuador’s independence, he was awarded a Grand Special Premium. A handwritten note from Edith Kermit Carow Roosevelt instructs a secretary to acknowledge the letter.

John Barrett writes to President Roosevelt before his historic diplomatic trip with Elihu Root through Ecuador, Panama, and Colombia. Barrett is working with President Reyes and other leaders to create a peace treaty between Colombia, Panama, and the United States. The Colombians seek concessions from Panama and the U.S., including free passage of Colombian shipping through the Panama Canal. In return Colombia will have a “favorable attitude” to shipping interests in the United States. Barrett includes his itinerary for his trip through Ecuador.

There have been many complaints from Ecuadorian officials against Consul De Leon in relation to his drunkenness and violent temper. Minister Carbo of Ecuador encouraged the removal of De Leon. Secretary of State Hay had suggested De Leon be removed from office and was pleased when De Leon took a leave of absence and said that he would not return. However, De Leon is now complaining to his friends about his mistreatment and would like his record cleared on the State Department’s books. Hay has no problems with these records being destroyed.
