Disarmament

Italy has proposed an agreement with Great Britain and France to reduce the size of their militaries which seems to have been received positively. Italian foreign minister Tommaso Tittoni has been meeting with Sir Edward Grey and Léon Bourgeois, heads of British and French foreign offices, respectively, on the matter.

The fifteenth Universal Peace Conference will be meeting in Milan from September 15, 1906 to September 22. There is a great deal of hope for the promise of peace in the wake of the Russo-Japanese War and the the Algeciras Conference, as well as the Third Pan-American Conference. Nations are no longer as belligerent towards each other as they once were, leading to an increase in trade, which in turn shows the necessity for international cooperation. Many nations recognize the need for peace, led by the recent British proposal for an international reduction of armaments.

Letter from Theodore Roosevelt to Alvey A. Adee

President Roosevelt informs Acting Secretary of State Adee that he has received his telegram and two from Mr. Murray. Roosevelt does not understand whether the captain of the Russian ship Lena has expressed the desire for complete repairs, accepting that would require disarmament. If the captain agreed, Admiral Caspar F. Goodrich is to oversee the disarmament. If the captain has not agreed, Adee is to obtain a statement from the Russian Ambassador to the United States Arthur Paul Nicholas Cassini as to the captain’s intentions. If the Russians do not act, the United States will make a formal examination on its own, and if the repairs are extensive, insist on immediate disarmament.
