George von Lengerke Meyer writes to Secretary of State Hay about a letter Meyer received from Russian Foreign Minister V. N. Lamzdorf. In the letter, Lamzdorf points out that the Imperial Government would like President Roosevelt to find out Japan’s viewpoint on an armistice and Japan’s plans for appointing plenipotentiaries. Meyer goes on to express his idea that both Japan and Russia should give their plenipotentiary nominations to Roosevelt, who will then share the nominations with each country’s ambassadors.

Kogoro Takahira informs Theodore Roosevelt of Jutarō Komura’s death on November 26 in Japan. Following Komura’s involvement with the Treaty of Portsmouth, he was initially unpopular in Japan. However, the people gradually recognized that the Treaty was the only possible solution to prevent further bloodshed, and they greatly regret Komura’s death. Takahira comments on China’s “most terrible condition.” He sends Roosevelt and his family best wishes for the season.

Kogoro Takahira, Japanese Ambassador to the United States, has been instructed to inform Secretary of State Root that the Japanese government would like to welcome the United States battleship fleet to Japan if it sails from San Francisco to the Philippines. The government believes the show of friendship and goodwill would solidify good relations between the United States and Japan.

Letter from Kazuo Matsubara to the San Francisco Board of Police Commissioners

Kazuo Matsubara, a Japanese consul, asks the San Francisco Board of Police Commissioners why two men, Oda and Furuya, were not granted Intelligence Office licenses by this board. In an earlier letter, the Board of Police Commissioners stated that Oda and Furuya did not appear before the Board to receive these licenses. However, Matsubara believes that the true reason might be that they were not born in the United States.
