Secretary of the Treasury Shaw relays the news that Joseph H. Brigham, Assistant Secretary of Agriculture and Chairman of the Government Board at the Louisiana Purchase Exposition, has died. Shaw recommends that W. H. Hills, an employee of the Treasury Department who also serves on the board, take over as chairman.

Four-year-old Margaret Pomeroy tragically died as a result of her dress catching fire. During breakfast, Alice M. Pomeroy heard her daughter scream, ran upstairs, and worked to extinguish the flames. By then, Margaret was unconscious, and despite every effort by Dr. Elmer Story, another physician, and four nurses, she never regained consciousness and died later in the evening.

Roosevelt intends to call his daughter Alice by the name Lee as, after the death of his wife Alice Lee Roosevelt, he could not have another, “not even her own child, bear her name.”

Secretary of State John Hay’s death was a severe personal loss to President Roosevelt, and he is fortunate to have Elihu Root to take over the State Department. Roosevelt is pleased that Russia is sending Sergei Vitte to negotiate with the Japanese representatives over ending the Russo-Japanese War. However, he is concerned that Vitte and Emperor Nicholas II have not come to terms with the fact that Japan has the upper hand in East Asia. Peace will have to be made with the Japanese as victors. If the Russians cannot reach terms, a “severe defeat” will become an “irredeemable disaster.”

On October 27, 1919, the Roosevelt memorial flag, which has been carried across New York State in Theodore Roosevelt’s honor, is brought to rest at his grave in Youngs Memorial Cemetery, Oyster Bay, New York. There are shots from different angles of memorial flag as it is borne by young men up the steep pathway to the grave site. Five girls sew the 48th and final star on the flag at what is probably Cove School in Oyster Bay with a group of children and Boy Scouts visible in the background. There is a view of children and adults on the cemetery grounds. The final scene is of Samuel Abbott, originator of the memorial flag idea, placing the flag on Roosevelt’s grave site.

The second part of the film contains views of Theodore Roosevelt’s funeral on January 8, 1919. New York City mounted police lead the funeral procession past crowds lining snow-covered roads. Roosevelt’s casket is borne from the entrance of Christ Episcopal Church with a flag-bearer behind, and Reverend George E. Talmadge visible beside the hearse. William H. Taft is seen with others at the cemetery grounds and the casket is carried up the path, followed by Archibald Roosevelt in uniform and other family members. The film closes with a shot of Vice-President Thomas R. Marshall, official U.S. Government representative at the funeral, and General Peyton Conway March, Army Chief of Staff, at what appears to be a train station followed by a shot of Taft, assisted by an unidentified man, walking down hill after ceremony at the grave site.
