President Roosevelt provides Secretary of War Taft with a report concerning the conditions in Alaska he received in which William Alonzo Day supports cheap telegraphic service between Alaska and the United States in order to aid commerce and connect Alaska more closely with the rest of the United States. Roosevelt approves of this suggestion, and asks Taft to make a “proper order” to put it into effect. He asks that Taft submit it to him before promulgating it.

President Roosevelt has asked the National Committee to circulate Senator Knox’s entire speech, as it is “the best campaign document that could be circulated.” He could be referring to the speech given on October 1, 1904, before the Manufacturers Club of Philadelphia. Roosevelt asks Knox what he thinks of appointing Assistant Attorney General Day to the position of Interstate Commerce Commissioner.

Benjamin F. Scott wants Theodore Roosevelt to review the enclosed papers and send them to Secretary of State Philander C. Knox. He feels he was made a scapegoat by the Chicago coalmen in a car service matter on which they took legal action. Gallagher saw an opportunity to glorify himself. Scott wants Roosevelt to know he was not involved with Gallagher’s attack or the actions of others.
