President Roosevelt is anxious to have the Cuban treaty and tariff settled but is against calling an extra session of Congress. There was opposition to Meyer being appointed to Berlin so it appears that Charlemagne Tower will be appointed as United States Ambassador to Germany. Tower’s appointment will set of a series of changes in the diplomatic corps. Roosevelt will soon leave on a three week trip and hopes to speak on the tariff and trusts.

President Roosevelt supports Cuban reciprocity and compares the opposition to reciprocity with the opposition to the admission of Hawaii. The objections against Hawaii proved to be unfounded and Roosevelt believes the same will happen with Cuban reciprocity. In particular to California, President Roosevelt believes that freight charges will keep Californian beet sugar competitive with Cuban cane sugar.

President Roosevelt suggests that the visiting princes from China, Siam, and Russia each have their own visit to Sagamore Hill. Each will be picked up by the presidential yacht, dropped off for lunch, and return in the same manner. Roosevelt also believes that Governor Bragg, Consul at Havana, must be removed because his wife allowed an inflammatory letter to be published. It would be preferable to have Bragg transferred to a new consulship rather then dismissed.
