Letter from Theodore Roosevelt to Henry Martyn Hoyt
President Roosevelt has read the letter from Henry Martyn Hoyt and knows something of the nature of the Surleys. Roosevelt believes it would be an outrage to pardon them or commute their sentences, and believes they should serve their full term of imprisonment. He declines to pardon them.
