President Roosevelt thanks Benjamin Ide Wheeler for the compliments on his speech and agrees with him about the Philippines. Roosevelt believes the head of the Supreme Court should be a statesman as well as a lawyer, and feels that the “failure to understand this fact” has caused some of the judges to “go wrong” recently.

Special Assistant Attorney General McHarg updates Attorney General Bonaparte on the legal situation in New Mexico Territory. McHarg asks for permission to hire Mexican nationals to aid in investigations he is conducting. McHarg tells Bonaparte that though Bonaparte believes charges against territorial Attorney General William H. H. Llewellyn will be dropped, his son, Morgan Llewellyn is involved in illegal activity and therefore the elder Llewellyn should be kept from any grand juries. McHarg details several territorial court clerks who have been accused of crimes, saying a thorough investigation of the territorial judiciary must be made at once.

Attorney General for the Philippines Wilfley discusses two court cases. The first is related to the killing of two Filipino boys by a United States solider. The second case involves a Filipino man who was tried and executed for murder by military authorities. In addition to the court cases, Wilfley discusses court personnel and the conditions in the Philippines.
