President Roosevelt has received the letters from both Secretary of War Taft and W. Leon Pepperman of the Office of Administration of Isthmian Canal Affairs regarding the use of Chinese labor for the construction of the canal. Roosevelt emphasizes that his primary belief is that the canal must be constructed, and that therefore that means getting whatever laborers necessary, limited only by “the law of the land and the requirements of morality.” Roosevelt believes this first contract for Chinese laborers does not need to be bid on, as it is only for a small number of laborers and is “in the nature of an experiment,” but if there need to be further contracts then such contracts should be advertised for bids.

The writer provides details of the bankruptcy hearing of Edmond R. Lyon. Evidence presented in the case implicates Lucius Nathan Littauer in entering into government supply contracts specifically forbidden to members of Congress by federal law. Lyon had collaborated with Littauer in contracts for gloves through Littauer Bros., a firm owned by Littauer with his brother. It is alleged that Littauer would learn of the contracts to be let, buy up all the deerskin, and make it unprofitable for anyone else to bid.

Letter from John Davis Long to Theodore Roosevelt

Secretaryof the Navy Long will write to all of the contractors regarding the delayed construction of Navy vessels and remind them that commercial work is not to get preference over government work. In some instances, this disregard for the Navy Department’s wishes that vessels be worked on expeditiously has caused extensions to be rejected and penalties to be exacted, and in one case, the cause of proposals to be rejected for other vessels. Long believes that the letters and specific instructions should bring about the desired result.
