Although the ministers are respected, they believe the consuls are “a poor lot,” except for Consul George E. Anderson of Brazil.

McWade has been guilty of corruption and indecent and drunken behavior in public, and is a general “source of scandal.” Roosevelt would like to change the way consuls are appointed. He will fill the vacancies by promotion or by selecting men who either the Department or he can personally support.

Translation of telegram from Jutarō Komura to Kogoro Takahira

Jutaro¯ Komura discusses the situation concerning the Russian vessel of war Askold being repaired at the port of Shanghai. When it was discovered that the repairs would restore fighting power to the vessel, the Japanese Consul General at Shanghai warned the Taotai that the repairs were in violation of neutral obligations and requested that the necessary repairs to make the vessel seaworthy be completed within two days. The Taotai replied that they had brought these demands to the Russian Consul but that the captain refused to leave the port or dismantle the vessel. However, the Chinese Government agreed to make demands upon the Russian minister and instruct the Taotai.

James Sullivan Clarkson writes to President Roosevelt on behalf of a Corporal Tanner, who seeks placement in Liverpool, England in lieu of Canadian placements in Quebec, Halifax, or Nova Scotia. Clarkson quotes Tanner’s plea to serve in England over the Consul at Liverpool. Tanner asserts that since he is a paraplegic, he would be of more use in Liverpool, while Canadian James Boyle is more suited to placements in Canada.
