Theodore Roosevelt was greatly interested in Charles A. Gardiner’s letter and constitutional argument. While Roosevelt realizes it is too long for a speech, he thinks it would have been great to use in the recent campaign. Roosevelt finds it a “great piece of Constitutional history of the present” and would like to see it out in the public.

Cooley details his educational background, his legal experience in New York, and his work as Civil Service Commissioner and the Commissioner of Immigration at the port of New York.
