Theodore Roosevelt enjoyed hearing from John A. Ryan and reading his book. He was not able to visit with Professor John R. Commons while in Wisconsin but will try to contact him soon. While he wants a minimum wage established by law, he is uncertain about the practicalities.

President Roosevelt informs Ambassador Reid that the National Civic Federation’s committee studying municipal ownership of utilities has largely finished their investigations in the United States and will be traveling to Europe shortly. Because of the importance of the subject, Roosevelt feels the government should support it in any way it can, and he asks Reid to do everything in his power to assist. He includes a list of the members of the committee.

John A. Ryan thanks Theodore Roosevelt for mentioning his work “A Living Wage” in a recent article in The Outlook. A minimum wage bill is currently under consideration in the Wisconsin legislature.

Commissioner McSweeney encloses a letter from Albert Clarke, President of the United States Industrial Commission, which supports McSweeney’s claims that Representative Livingston was not in a position to bring charges against the Immigration Bureau. He concludes by suggesting an inquiry to determine whether any relatives of Livingston’s had ever been placed in immigration services positions due to Livingston’s friendship with Terence Vincent Powderly, the Commissioner General of Immigration.
