General Barry notifies British Colonel Lee that he has sent the annual report, and he will send the Army Register as soon as it is available. In regard to the issuance of the Spanish Campaign Badge to foreign military attachés, the general staff have not yet been able to work out whether it will be possible, but Barry will notify Lee as soon as they decide.

Thomas Henry Barry describes his recent introduction to Czar Nicholas II in a letter to President Roosevelt. At this time, Barry was serving as an observer of the Russo-Japanese War. He mentions the Czar’s kindness to Barry’s companions, Colonel Hoff and Captain Cloman. Barry also points out how helpful the American ambassador, George von Lengerke Meyer, has been.

President Roosevelt informs Secretary of War Taft that Captain Sydney A. Cloman should replace Major John H. Beacon as Military attaché in London.

Thomas H. Barry recommends replacing military attache to London, John H. Beacom, with Sydney A. Cloman. Beacom is a year away from completing his three year appointment as attache. Barry has known Cloman since he graduated from West Point and joined his regiment in 1887. He highly recommends him for the position.
