President Roosevelt has sent the letters regarding the nomination of Walter Chadwick Noyes from Arthur Twining Hadley, president of Yale University, to Commissioner of Corporations Herbert Knox Smith and Charles Hopkins Clark of the Hartford Courant. Roosevelt asks for clarification on Hadley’s statement about support for Noyes, as he has many prominent endorsements, including those of the Supreme Court Judges.

President Roosevelt informs Yale University President Hadley that after consulting Commissioner of Corporations Herbert Knox Smith, he thinks it best not to appoint John K. Beach as judge of the 2nd Circuit Court. While Smith agrees with Hadley that Beach is a better candidate overall, the senators do not recommend him, and it would be in poor form to act contrary to them in this matter.

With a series of excerpts from relevant letters, President Roosevelt strongly refutes allegations from anonymous sources quoted by William Dudley Foulke. These sources allege that Roosevelt had planned to nominate John K. Beach to succeed William K. Townsend on the Court of Appeals for the Second Circuit, but then withdrew his promise to appoint Beach in favor of Walter Chadwick Noyes, in order to secure a delegation favorable to William H. Taft to the Republican National Convention.

President Roosevelt describes the process by which he appointed a judge in Connecticut to William Dudley Foulke. Roosevelt vehemently denies reports that he promised the appointment to John K. Beach but later appointed another man in order to get a delegation favorable to nominating William H. Taft at the Republican National Convention.

President Roosevelt tells Frank S. Butterworth that he did not promise that he would not make any change to the position of Collector of Internal Revenue in Connecticut, but that if Butterworth’s description of Robert O. Eaton’s character was accurate, then Roosevelt would not appoint him and would leave W. Frank Kinney in the position. Roosevelt has since received character references from several people attesting to Eaton’s good character.

Elisha Ely Garrison offers to create a pocket handbook with extracts from President Roosevelt’s speeches and records of his public acts, similar to one he used during a New York gubernatorial campaign. Garrison will send Roosevelt pages from his novel describing Roosevelt during the Spanish-American War in the summer of 1898. Charles Hopkins Clark of the Hartford Courant is currently reading his novel.
