Telegram from Jonathan Bourne to Theodore Roosevelt

Senator Bourne sends President Roosevelt a coded telegram on the status of the Republican National Convention. The translated message says that Bourne thinks that there is a great deal of bad blood at the convention, and says that if Taft is nominated, he will be defeated at the polls. He has been informed that Senator Henry Cabot Lodge has authorization from Roosevelt to state that Roosevelt will not accept the nomination under any circumstances, and will read a letter to that effect. There is still a chance that the convention will nominate Roosevelt.

The King foresees Russian conflict over China, shares his bad experience involving his tampered letters in Russia, and describes a case in Saint Petersburg involving an Italian Embassy official being bribed by someone seeking to crack the telegraph code.

There has been a delay because of a desire to consult the Canadian cabinet. There is no anticipation of rejection on the part of Britain. Ambassador Choate is leaving the next day after this cipher telegram.

Governor Taft provides his favorable opinion for the judicial appointment of an unnamed individual, in spite if this individual’s being a “free trade democrat, of gold Cleveland type”. Taft also mentions this individual’s corporate experience, although he does not see this as an impediment. The candidate is an imperialist.

Governor Taft begins with questions about what should be done in a libel case between Francis B. Loomis and Herbert W. Bowen. He then delves into foreign policy, particularly a dispute between President Castro of Venezuela and an American asphalt company. Taft believes a war with Venezuela can and should be avoided, at least until Congressional approval. Taft would like to send William W. Russell to Venezuela, presumably in a diplomatic capacity.
