Cigar man on trust reform

The author of this article argues that the United States Supreme Court is working with the American Tobacco Company to dissolve the illegal company but, in allowing a new company to be created, are forming a monopoly that will drive out independent retailers from the tobacco industry. To avoid the scandal and lawsuits that will come if the Supreme Court continues on their path, the author suggests the Supreme Court request a full inventory of the assets of all the companies forming the new trust and verify all stocks and bonds under the companies, especially the American Cigar Company,  are covered. The second suggestion made is to make coupons illegal because the issuance of coupons runs independent retailers out of business.

Theodore Roosevelt recommends that Frank Harper stay in touch with Colonel Carrington. Roosevelt tells Harper about Roosevelt’s efforts to eliminate the deplorable conditions of tenement house cigar manufacture. This resulted in a bill that he passed as a member of the New York Legislature but that the Supreme Court declared unconstitutional.

Theodore Roosevelt’s secretary asks George W. Alger to respond to the enclosed letter, desiring Alger to provide Mr. Bannister with citations for the decisions Roosevelt referenced when he spoke in Boston. The cases included the Worker’s Compensation Act, the manufacturing of cigars in tenement houses, provision of safeguards for dangerous machinery, and laws pertaining to women workers in factories.

President Roosevelt sends Speaker of the House Cannon a copy of a telegram from Connecticut Senator Orville Hitchcock Platt discussing reducing the Philippine tariff to 50 percent. Roosevelt wants the House of Representatives to support this reduction and does not believe there will be “serious opposition” from the cigar and tobacco industry.

Letter from Leslie M. Shaw to Theodore Roosevelt

Secretary of the Treasury Shaw explains to President Roosevelt the history of the imported cigar stamp and Shaw’s decision to order a new design that would be less attractive and less likely to be reused to sell domestic cigars. Shaw notes that Roosevelt has been contacted by cigar manufacturers even though the new design has not been implemented. He advises Roosevelt to wait to make a decision until Shaw can address the matter.
