Theodore Roosevelt believes that in the event of a war breaking out with Mexico, raising a division would be useless. The best men could not go, nor could Roosevelt himself go. He did, however, outline John Campbell Greenway’s plan in a recent speech.

Roosevelt tells Dudley Stuart Dean that in the event the United States gets involved in a war where there is substantial fighting on land, he would like to raise a brigade or division like he did with the Rough Riders during the Spanish-American War. Should such a thing come to pass, Roosevelt would like to put Dean as an officer, and praises Dean’s “courage, hardihood, energy, resourcefulness, and administrative ability.”

President Roosevelt introduces Minister to Peru Combs to Roscoe H. Channing, a former Rough Rider and Princeton University graduate. Roosevelt instructs Combs to set up an interview between Channing and Peruvian President José Pardo y Barreda, and hopes that he like his new post.
