Ruess was pleasantly surprised by the good discipline and naturalness of life at the orphanage, and says that he is in the habit of recommending to the court that orphans get sent there when religion and temperament do not prevent it, and has not regretted this yet. He wishes that wealthy people knew of the good work the Bournes have been doing there.

Inquiry into certain western land grants

The Congressional Record reports a portion of a conversation between several senators regarding railroad grant lands owned by the Northern Pacific and Southern Pacific Railroads. Congress granted the railroads lands with the condition that they would sell them to settlers, but the companies have not been holding up their end of the bargain. The Department of Justice is taking the matter under investigation.

Secretary of War Taft responds to President Roosevelt’s letter regarding the candidacies of different Republican Party candidates. Taft thanks Roosevelt for talking to Secretary of the Treasury George B. Cortelyou and believes that Philander C. Knox would be a more independent president than his supporters believe. Taft believes Charles Evans Hughes is likely to be the man in the field against him and observes that he has received many expressions of good will while traveling across the continent. Taft mentions that he will set sail for the Pacific tomorrow and encloses a clipping on his speech in Seattle regarding capital and labor.

It asserts that “the two races simply cannot dwell together” and cordial relationships between the two races are best left to politicians. “Victory in Defeat” proclaims that even though the Lincoln-Roosevelt League did not achieve their election goals to elect “a free, honest and capable” legislature in California, they still were victorious in inspiring Californians to demand their legislature “be good” and to fight against the machine.

During their stop in Valletta, Malta, the sailors of the Great White Fleet left an excellent impression. The officials of Malta were very hospitable to the troops. When news reached Malta of the anti-Japanese immigration legislation in California, there was “uncomplimentary” discussion of the politicians involved among the American officers. A single case of smallpox was discovered on the USS Kearsarge.

Despite previous disagreement over the enlargement of the navy, President Roosevelt now looks to peace societies to put pressure on the California Legislature to end their anti-Japanese immigration bills. The California Legislature is motivated primarily by “labor agitators,” and so those in business who would be affected by this legislation should take action. After agreements were made with Japan to curtail emigration to the United States, only California has introduced such legislation to deny Japanese immigrants social equality.

Pinnacles Forest Reserve proclamation

President Roosevelt, using the authority of an act of Congress entitled “An act to repeal timber-culture laws, and for other purposes,” reserves lands in California for the creation of the Pinnacles Forest Reserve. This proclamation also includes a plat map of Pinnacles Forest Reserve and a map of the Monterey Forest Reserve, which was established a month earlier.
