Territorial Governor Carter writes to inform President Roosevelt that he has recovered from typhoid and will soon return to Honolulu. Territorial Secretary Alatau L. C. Atkinson may resign for personal reasons, but Carter assures Roosevelt that he has matters in Hawaii under control. Carter praises Roosevelt’s efforts for the Rate Bill but is concerned that, while people support the bill, they believe Roosevelt can win without help. Carter fears that this complacency could encourage the opposition.

Letter from Jacob A. Riis to Theodore Roosevelt

Jacob A. Riis thanks President Roosevelt for securing a job for his son, John, a job that Riis thinks will get his son safely through “his wandering years.” Presently, the elder Riis is recuperating in the hospital after having a heart treatment to which he is responding well. As it is the first day of Lent, he encourages Roosevelt that with spring soon at hand, he and Edith Kermit Carow Roosevelt will “have peace in the White House” and be able to rest. In a postscript, Riis remarks that the happenings of the Senate remind him “of the man who digged a pit for his enemy and fell therein himself.”

Report on land fraud case

President Roosevelt’s administration responds to charges that the investigation of several land fraud cases is not being pursued with vigor by the Department of the Interior. The report denies these claims and presents details of indictments and convictions already achieved. A large number of parties attempted to defraud the government of public lands, and some of the cases are still underway, requiring secrecy until conviction of the guilty parties is achieved.

Charles Fletcher Lummis asks President Roosevelt to send a telegram acknowledging the launching of the Los Angeles chapter of the Sequoya League, an Indian rights organization founded by Lummis. The mission of the chapter is to improve conditions for Indians in California. The men chosen to lead the chapter include: Wayland H. Smith, Episcopal Bishop Joseph Horsvall Johnson as president, and Roman Catholic Bishop Thomas James Conaty as vice president.
