President Roosevelt uses the powers granted him by the Act of Congress entitled “An act to repeal timber-culture laws, and for other purposes,” to set aside lands in the Pinnacles Forest Reserve, which are designated on an attached document.

Chief of the United States Forest Service Gifford Pinchot writes to Stanford University President Jordan, to follow up on a letter that Jordan wrote to Congressman James Carson Needham. In the letter, Jordan sent a petition from citizens of San Benito County, California, asking that the Pinnacles area be set aside as a National Park. While Pinchot has received reports that this area should be preserved, “its picturesque qualities alone would not warrant the Government in spending money to protect and administer it.” If it is of scientific interest, however, the government would be more justified in doing this, and Pinchot therefore asks Jordan to judge the area’s value to geological science.

Forest Supervisor Tyler responds to Schuyler Colfax Hain on the question of whether the Pinnacles Division should be eliminated from Monterey National Forest. Tyler notes that the Government has already taken steps to preserve Pinnacles in the form of Pinnacles National Monument. Pinnacles should be removed from the National Forest because there is no commercial value of timber on the land, it is sparsely grazed, and it is not a significant part of the Chalone Creek watershed. Tyler promises to forward Hain’s letter–which pointed out that if Pinnacles is removed from the Monterey Forest there will need to be action to continue the State Game preserve–to the District Forester.

District Forester Olmsted asks Stanford University President Jordan his opinion on the proposed elimination of the Pinnacles Division of the Monterey National Forest. Olmsted presents facts relating to the issue, including the opinions of the Secretaries of the Departments of the Interior and Agriculture, as well as quotes from a letter by Forest Supervisor Raymond Tyler on the reasons supporting the removal. Olmsted agrees that it seems unwise to spend public funds on the Pinnacles Division as a National Forest, although he acknowledges that its removal may also remove the Game Preserve that is currently in place.

District Forester Olmsted asks Schuyler Colfax Hain his opinion regarding the proposed elimination of the Pinnacles from Monterey National Forest. Olmsted encloses a copy of his letter to David Starr Jordan. If Hain replies, Olmsted will forward his views to Forester Raymond Tyler.

Acting District Forester Headley writes to Schuyler Colfax Hain regarding an earlier letter from Frederick Erskine Olmsted to David Starr Jordan about the preservation of the Pinnacles. Headley points out that one of the reasons for the creation of the National Forest was to help ensure the protection of the natural features of the area, but since that preservation goal has been secured by the designation of Pinnacles National Monument, the administration of the area as part of the National Forest is no longer necessary.
