President Roosevelt asks Governor McLane that if his secretary and Senator Henry E. Burnham of New Hampshire wish to submit anything to him about the peace negotiations, that they write to him before coming. Roosevelt does not wish to further take part, or seem to take part, in the negotiations.

President Roosevelt informs Senator Platt that he has instructed Secretary of State John Hay to “endeavor to procure” an amendment to Article 2 of the Bering Sea Tribunal of Arbitration, per the request of several senators. Roosevelt goes on to point out that the original text of the treaty was approved in advance by the members of the Senate Committee on Foreign Relations prior to to negotiation, and that a joint resolution by the House and Senate requested Roosevelt to negotiate and conclude the treaty governing the hunting of fur seals with Great Britain.

President-Elect Taft solicits President Roosevelt’s opinion on various political matters, including his inaugural address, pending statehood bills, and cabinet appointments. In particular, Taft would like Roosevelt to review the enclosed passage regarding Asian immigration and related laws. Taft also discusses the rationale behind his potential cabinet appointments, explaining that his choices are based on the individual’s experience, conduct, and character.

La Follette delivers a speech beginning with proposed tariff reciprocity with Canada, but quickly turning to his view that President William H. Taft has abandoned his campaign promises to continue the progressive policies of his predecessor Theodore Roosevelt. La Follette excoriates Taft on his stances on taxes and conservation, among other issues.

Assistant Secretary to the President Benjamin F. Barnes has asked that papers be sent to President Roosevelt regarding the case of a postmaster in Georgia. C. I. Robinson was recommended for reappointment when his commission expired, but a competitor, James R. Webster, was also nominated. Webster, however, was said to have cheated on his wife and to be an alcoholic, so Robinson was reappointed.
