Two Alabama patronage referees, Joseph O. Thompson and Charles H. Scott, want to replace Deputy Marshal Alfred B. Colquitt with a Republican. Judge Thomas Goode Jones argues against this action and declares that “no officer of his court should be removed because of his politics.” Thompson and Scott plan to see United States Marshal Leander J. Bryan on the matter.

President Roosevelt informs Charles H. Scott that he appointed Judge Thomas Goode Jones knowing that he was a Democrat who had voted against him. He assures Scott that he is satisfied with Jones’ conduct as a judge and that he has “more than borne out” Roosevelt’s hopes.

President Roosevelt sends Judge Jones a number of papers about the character of U.S. Marshal Leander J. Bryan. Although Roosevelt wants to appoint a marshal that Jones works well with, he was not aware of the extent of the moral accusations against Bryan and does not feel he should reappoint him. He asks Jones to name another man.

President Roosevelt is so concerned with Charles H. Scott’s letter about the character of newly-reappointed U.S. Marshal Leander J. Bryan that he has forwarded it to Judge Thomas Goode Jones. Scott calls Bryan a “moral leper,” but Roosevelt does not believe that Jones would knowingly recommend such a person.

Judge Jones feels he must explain himself to President Roosevelt, though his attempts may verge on tattling. Jones feels that Joseph O. Thompson’s recent letter was quite unnecessary and created the intention of blaming Jones for wrongdoing. Jones talked with Thompson and told him that if Marshal Leander J. Bryan denied the charges put before him, that he would denounce him quickly. Wanting more information, Thompson told Jones that Captain O’Brien knew Bryan and could speak to the charges, but O’Brien will not talk with Jones. Jones goes on to describe the suspect activities of Thompson and Charles H. Scott, and hopes that Roosevelt will believe that he has not personally benefited from appointing anyone.

Bryan and Chief Deputy Steele are corresponding with Senator Hanna in an effort to ensure that Bryan or Steele are appointed United States Marshal for the Middle District of Alabama.
