Ryan, President Roosevelt believes he did not give the Catholics and Episcopalians the chance to present in full a brief about the government providing rations to Indian children in boarding schools. Roosevelt asks Attorney General Philander C. Knox to request a full brief of the issue from either Bonaparte or Ryan, who are both members of the Board of Indian Commissioners.
