President William H. Taft recently corresponded with Grosvenor Dawe of the Southern Commercial Congress regarding the establishment of a steamship company operating to South America, and the possibility of having one of their ships be the first to travel through the Panama Canal. Taft is glad people are taking steps to improve the United States’ merchant marine, and is sure if their efforts are successful they will be afforded all due privileges.

Memorandum concerning the Brazilian dreadnoughts now building in England

A memorandum containing summary of Commander Simon P. Fullinwider’s letter from December 6, 1907, which criticizes Brazil’s construction of large and expensive dreadnoughts and says they may be Japan’s project. He recommends the United States ready their fleet accordingly and dismiss Japanese men aboard the ships, who he thinks could be spies. Commander Sims writes that the officers will learn more while in Rio, and he shares Fullinwider’s concerns about “foreign servants” and enlisted men sharing confidential information.

Kermit Roosevelt has tried to answer the Winchester Repeating Arms Company’s question about the ammunition used on the Brazil expedition. Kermit checked with Anthony Fiala, but Fiala remembers only purchasing the rifle ammunition and that Theodore Roosevelt took care of the shotgun ammunition. Fiala will try to verify this information. Kermit suggests that the Winchester Company could also check with Frank Chapman or George Cherrie.

Theodore Roosevelt and expedition party on the Sepotuba River, 1914

Theodore Roosevelt combines a lecture tour with exploration of the River of Doubt (Roosevelt River) in the Amazon Valley during his 1913-1914 trip to South America. In January of 1914, the Roosevelt-Rondon Scientific Expedition travels in Brazil on the Paraguay River and the Sepotuba River to Tapirapoan, where the overland portion of their journey to the headwaters of the River of Doubt began. A native trading boat appears to be lashed to the small launch carrying the Roosevelt party; the launch moves slowly toward the camera. The man wearing a white shirt, seated to the right on the boat, is probably Roosevelt. Location may be the Sepotuba River. Camera distance and film quality make positive identification of individuals impossible.

Theodore Roosevelt is sorry that he cannot fight in the war. He believes he could raise a division of riflemen, as he did for the Spanish American War. Roosevelt is glad that J. H. Patterson liked his book on Brazil. Roosevelt will not attempt that kind of adventure again. Roosevelt is also interested in Patterson organizing a corps of Russian refugees.

He is pleased at the reception in South America and has been able to give his views on the Monroe doctrine and on democracy in general.
