William Allen White, editor of the Emporia Gazette, informs President Roosevelt of his concerns about a new order that gives congressmen hiring and firing power over rural postmasters. White is worried that politicians he considers corrupt, like Representative Justin De Witt Bowersock, will misuse the order to fire their political opponents. White is not as concerned that this power will be abused immediately under the Roosevelt Administration’s watch or by elected officials he finds upright, like Representative William Alexander Calderhead, but that it will be abused when the Roosevelt Administration is out of power or distracted. White asks Roosevelt to assure Calderhead that the editor holds him in high regard, as White worries a rumor has made Calderhead think White considers him as corrupt as Bowersock.

Letter from William Alexander Calderhead to Samuel S. Smith

Representative Calderhead responds to a petition for a new postmaster at Navarre by stating that he will not remove the present person from his position without justifiable reason. In a handwritten note at the bottom, William Allen White explains to President Roosevelt (enclosing this letter in a letter to the President) that the idea of a new postmaster came from Representative Justin De Witt Bowersock.

President Roosevelt informs William Allen White there has been no change regarding fourth-class post offices while he has been president. He will look into the matter concerning Justin De Witt Bowersock, but tells White, “you must understand that we often have to rely upon the Congressman in a district.” Roosevelt is sorry there is not a way to make the appointing power more “automatic.”

President Roosevelt addresses William Allen White’s concerns about Representative Justin DeWitt Bowersock’s role in selecting postmasters in his district. The Post Office Department told Roosevelt there had only been one change in Bowersock’s district aside from regular routine, and the charges Bowersock set forth in requesting the change seemed sufficient to warrant one. Roosevelt asks White if he has knowledge of other specific examples supporting his claim of Bowersock’s abuse of power.

Loomis, and Charles B. Smith. White suggests creating a unified delegation for Kansas, including Charles Curtis, Chester I. Long, Charles F. Scott, Justin De Witt Bowersock, Victor Murdock, and Philip Pitt Campbell. White notes that there is a suspicion of corruption in the Court of Claims, and he asks that if Richard H. Lindsay of the Kansas City Star seeks permission to review documents, Roosevelt give him authorization.
