Lodge encloses a letter from Lucius Tuttle, President of the Boston and Maine Railroad, expressing concern about the appointment of someone new by Secretary of the Treasury Leslie M. Shaw to handle transportation matters.

Henry Cabot Lodge praises President Roosevelt’s selection of Charles Bonaparte as Special Prosecutor for the Post Office Investigation. Lodge states that the Boston Herald has published some highly negative letters about Roosevelt written by Senator Aldrich. Lodge asks that Roosevelt give him a written order so there would be no issue that he act as a U.S. government representative in the arbitration over the border dispute between Alaska and Canada, which results in the Hay-Herbert Treaty. Some correspondence of Lodge’s with Shaw are enclosed, and Lodge discusses his concerns with Shaw’s proposed organizational changes in the Customs Service’s transportation division.

Secretary of War Taft originally planned to make Secretary of State Root and his family comfortable on one of the Panama Railroad Company’s steamers, but he now believes a warship will be more suitable. Root cannot have the USS Charleston because it has gone off into the Pacific, but Taft advises President Roosevelt to have Secretary of the Navy Bonaparte or Assistant Secretary of the Navy Newberry make arrangements for one of the new cruisers to bring Root home.

William C. LeGendre read an article by William Nivison Wilmer about potential presidential candidates and he concluded in favor of President Roosevelt’s candidacy. However, Wilmer had issues with the pension question and LeGendre suggested to him that Roosevelt’s record shows that he would be capable of starting an investigation of the pension issue.

Johnston wants the Treasury Department to be kept from the influence of Wall Street and advises against the “Subsidy matter.” He also recommends Charles J. Bonaparte, who would bring “honor and credit to any position.”
