The press has publicized President Roosevelt’s consideration of Charles P. McClelland’s appointment to the Board of United States General Appraisers. This has caused consternation for McClelland, as he has had to resign from the New York State Senate in response to the reports. Senator Platt asks Roosevelt to make his intention to appoint McClelland public at once, if possible.

Memorandum on May & Ellis

A memorandum on an importation case involving May & Ellis in New Orleans explains that they were improperly valuing the goods they were importing. The Board of General Appraisers investigated the matter and determined the proper value of the Nottingham netting being imported. Agent T. Aubrey Byrne, who had been involved with the case, was not called to testify because Treasury Department did not feel his testimony would add enough value to justify his traveling for the hearing.

Secretary of the Treasury Shaw reviews potential changes to the Board of General Appraisers. He suggests the announcement of New York State Senator Charles P. McClelland’s appointment, effective October 1. Shaw has constant trouble with the board, and he believes Judge Henderson Middleton Somerville is the primary difficulty. Removal of Somerville would make room to appoint a southern Democratic, perhaps Rudolph Kleberg. There is also an opening for Republican, and Shaw suggests William Henry Eustis for the vacancy.
