Theodore Roosevelt thanks his sister for her letter and writes that he enjoyed seeing Theodore Douglas Robinson at the Harvard Club and is glad that he joined the Grange. Roosevelt asks if his sister has written to General Bell, who is ready to go abroad. Roosevelt also admires Anna Roosevelt Cowles’ “heroic spirit” and mentions correspondence he has received updating him on his family’s activities.

President Roosevelt tells Senator Proctor that he could not ask General James Franklin Bell to waive his claim yet again, and the War Department felt like Brigadier General Stephen Perry Jocelyn’s promotion a few months ago was adequate. Roosevelt apologizes but notes that General William Spencer McCaskey and Bell would each have to be considered for a promotion before Jocelyn.

Letter from William H. Taft to Theodore Roosevelt

Secretary of War Taft updates President Roosevelt regarding the management of the National Parks. Superintendent of Yellowstone National Park S. B. M. Young would prefer rangers to the military, and Taft agrees with him, but Congress is putting the responsibility of park management on the War Department rather than the Department of the Interior. Taft warns that he accidentally engaged in cards on a Sunday, in case the press finds out. While traveling, he saw Secretary of Commerce and Labor Oscar S. Straus, and they discussed both Japanese naturalization and immigration of Russian Jews. Taft briefly lists his upcoming speeches.

President Roosevelt highly recommends William K. Sixsmith’s exercise regime and would like them to be mandatory for the military and in the schools for the boys and girls to participate in. Roosevelt attaches the recommendations from Captain Frederick B. Hennessy and two Surgeons General of an experimental class using Sixsmith’s exercises among the enlisted men at Fort Myer, Virginia.

Parker’s report on machine gun services, and discussing the matter further with General James Franklin Bell, President Roosevelt has two suggestions. He would like to have Parker’s regulations reviewed by the General Staff. Roosevelt also suggests assigning two guns for each battalion. Attached memorandums detail the creation of machine gun units and battalions.

President Roosevelt explains to Wyoming Senator Warren the reasons he nominated Lieutenant Colonel Wotherspoon to be Brigadier General. He explains that Wotherspoon is actually behind the date he would have received his promotion if lineal promotions had prevailed. Wotherspoon has also efficiently served in many officer positions and has received high recommendations throughout his years of service. Even though there were others ahead of him, Roosevelt thinks the best officers are appointed on merit rather than just seniority.

President Roosevelt informs Senator Lodge that the Department of the Army officially notified Colonel M. B. Stewart of the bill’s approval, yet Stewart hypocritically attacks the bill. Captain Johnson Hagood has charge of the bill’s data and is speaking for the Department. Roosevelt encloses a report on Stewart by Chief of Staff, Major General James Franklin Bell, and requests that Lodge return it.
