The removal of Charles E. Benham as deputy collector is also drawing protests. A secret service agent should be sent to investigate the situation.

Senator Foraker had seemed favorable to the appointments but has since withdrawn his approval. Burton hopes a settlement can be negotiated on these appointments soon.
