President Roosevelt tells Senator Allison that during the past summer, Senator John Hollis Bankhead, who was moving from the House of Representatives to the Senate, had served on the Inland Waterways Commission. While serving here, he paid for his own expenses, but received no compensation. This is not true of any other member of the commission, and Roosevelt suggests that Bankhead be compensated for his work on the commission as if he had been in Congress the entire time.

President Roosevelt appoints an Inland Waterways Commission and requests that Representative Burton serve as chairman of the commission, along with Senator Francis G. Newlands, Senator William Warner, Representative John Hollis Bankhead, General Alexander Mackenzie, Dr. W. J. McGee, Frederick Haynes Newell, Gifford Pinchot, and Herbert Knox Smith. He explains the purpose of the commission to develop a “comprehensive plan for the improvement and control of the river systems of the United States.” The same letter was sent to the other prospective appointees.

Following a number of legislative items, including voting on an amendment to a bill and a motion to investigate participation in international expositions, Senator Robert M. La Follette delivers a speech beginning with proposed tariff reciprocity with Canada, but quickly turning to his view that President William H. Taft has abandoned his campaign promises to continue the progressive policies of his predecessor Theodore Roosevelt. La Follette excoriates Taft on his stances on taxes and conservation, among other issues.
