Letter from William Barclay Parsons to Theodore Roosevelt
William Barclay Parsons is honored that President Roosevelt has appointed him to be commissioner of the Panama Canal. However, the British government has asked him to join a committee of engineers regarding London traffic and he has accepted. The duties of that committee will last from April through June, and Parsons asks if a delay in his start with the Isthmian Canal Commission would be acceptable.
