President Roosevelt explains to James Roscoe Day that he had made the decision to give Lieutenant George S. Richards the opportunity to resign after consultation with Secretary of War William H. Taft. As Richards has not taken advantage of that mercy, he is to be treated as any other lieutenant. Roosevelt will not consider restoring him to the army or pardoning him, although if an appeal is filed he will discuss the matter with Taft.

In a confidential telegram to President Roosevelt, Secretary of War Taft expresses his concern that General Frederick Funston is not the right commander for the job in Cuba. The Cuban rebels do not respond to Funston. They need a more diplomatic leader like General James Franklin Bell.

Secretary of the Navy Bonaparte assures President Roosevelt that, upon his return, he will look carefully into the collision and Admiral Evans’ possible role in it. Bonaparte relays that Lieutenant Commander William Sowden Sims has asked to be relieved from service on the Personnel Board because of a conflict with an important target practice in October, a reason Bonaparte finds legitimate. He expresses pleasure at reading Roosevelt’s remarks about the Navy that were published yesterday.

Acting Secretary of War Sanger reports that the decrease of American military forces in the Philippines is due to the expiration of enlistments. By June, 22,000 enlistments will expire. There is an ongoing discussion if these vacancies will be filled by sending individuals or regiments.
