Loomis would be ideal for the position.

In the absence of the Assistant Secretary of the Navy Theodore Roosevelt, Wilbur S. Hinman replied to J. M. Motley’s request to secure an appointment for his nephew at the Navy Academy. He sends materials with information on vacancies and admissions. Hinman doubts that Roosevelt can help as Congress nominates the candidates and the president is responsible for only twelve vacancies, which are usually reserved for sons of naval officers.

Assistant Secretary of the Navy Roosevelt informs Joseph Gaston Baillie Bulloch that he should have been aware of the details of his new position as acting assistant surgeon, and there may be nothing more Roosevelt can do to help him. Roosevelt instructs Bulloch to send him formal applications for both a position with the Indian Service and the Board of Medical Examiners. Roosevelt believes there may be more luck getting him a position with Indian Services because politics is not as prevalent.
