President Roosevelt thanks Ambassador White for the clipping he recently sent and for hosting Admiral Charles H. Stockton in Paris. Roosevelt is anxious for the Great White Fleet to travel to the Pacific Ocean, because while he wants Japan to know he has nothing but friendly intentions, he also wants them to know he is not afraid of them. Roosevelt wishes Congress would provide adequate housing for American ambassadors abroad, but is afraid it will take some time to accomplish it.

President Roosevelt thanks Ambassador White for the article and photographs. He laments that the United States does not provide adequate quarters for its ambassadors abroad. Roosevelt believes that this was the chief cause of the “silly and unpleasant Berlin incident.” Roosevelt agrees with White on the effect of the fleet abroad. He notes that it is not possible to stop at any English or French port without offending Germany.

Letter from Robert Bacon to Theodore Roosevelt

Ambassador Bacon writes Theodore Roosevelt from France, where he has been staying with the outgoing ambassador Henry White and taking over his house. Bacon was reluctant to accept the post as Ambassador to France and is sorry that White is leaving the diplomatic service. Bacon saw Roosevelt’s family when they were in England and he was glad to hear about Roosevelt’s journey from Edith. He laments the possibility that Gifford Pinchot will be forced out of the Taft administration and reports on what he did during his stay in London.

Letter from Andrew Dickson White to Theodore Roosevelt

Andrew Dickson White congratulates President Roosevelt on his appointment of David Jayne Hill to replace Charlemagne Tower as the new ambassador to Germany and suggests that Roosevelt purchase outright or take out a long-term lease on the house the American Embassy in Berlin occupies to also function as accommodation for Hill during his tenure.
