Lieutenant General S. B. M. Young, Superintendent of Yellowstone National Park, informs William Loeb that he plans to present a scheme for a civil guard called the “National Park Guard” to Congress. If Young’s plan is approved, it would be a waste of money to build new quarters at Yellowstone National Park now. Even if Congress does not approve the National Park Guard, the quarters could be built next year if needed, although Young thinks it will be much less cost-effective. He includes information about the civil guard for President Roosevelt and Secretary of the Interior James Rudolph Garfield.

Secretary of War Taft updates President Roosevelt regarding the management of the National Parks. Superintendent of Yellowstone National Park S. B. M. Young would prefer rangers to the military, and Taft agrees with him, but Congress is putting the responsibility of park management on the War Department rather than the Department of the Interior. Taft warns that he accidentally engaged in cards on a Sunday, in case the press finds out. While traveling, he saw Secretary of Commerce and Labor Oscar S. Straus, and they discussed both Japanese naturalization and immigration of Russian Jews. Taft briefly lists his upcoming speeches.

President Roosevelt has spoken with Alexander Lambert, who has been to Yellowstone Park and has concluded that things are going badly. General S. B. M. Young and Major Henry T. Allen do not get along and the conflict is leading to the poor state of affairs. Although he likes Allen, Roosevelt instructs Secretary of War Wright to remove Allen and all the soldiers from the park.

Captain Frank Ross McCoy thanks President Roosevelt for giving him a share of the credit for improving the army’s horsemanship standards. McCoy wishes that he could have joined Roosevelt on his ride to Warrenton, which he feels set an excellent example for lazy officers. Although McCoy envies Roosevelt’s current aide, Captain Archibald Willingham Butt, he is glad to have implemented real improvements to the cavalry during his own tenure in the position. McCoy hopes that, before March 4, Roosevelt can suggest to the committee revising the Field Service Regulations that the organization and training of army pack trains be improved. Packing for cavalry is becoming a “lost art.” McCoy also shares his plans for Presidents’ Day.

Knowing the Yellowstone stagecoach robberies will be highly publicized, Superintendent of Yellowstone National Park S. B. M. Young wants President Roosevelt to hear the details from him. Young enumerates the events preceding and following the robberies, including the park’s soldiers’ failure to respond. Young cannot remain superintendent where his authority is ignored, and he is powerless to enforce rules. He fears for the park’s welfare if it is continued to be used as a military reservation.

Superintendent Young updates William Loeb on recent unlawful activity in Yellowstone National Park. He and Major Henry T. Allen, commander of the troops at Fort Yellowstone, “encouraged” the conviction of a corporal from Tower Falls station for poaching as well as another soldier who vandalized a tree. Young believes he should stay in the park until mid January to prevent poaching and asks what President Roosevelt’s feelings are about a mounted police force to protect the park. Young will attend the wedding of Ellen Dean Child, daughter of a family with concessions in the park, and William Morse Nichols of California.

Secretary of State Hay responds to a request from President Roosevelt, to advise whether a letter from Major Henry T. Allen could be published. Hay notes that he finds the piece well written, judicial, and fair. He notes that “if anything ought to be printed on international matters by a government official there is no special objection to this.” He notes that those in the east may not hear about it, if it is to be published in Outing magazine.
