Walter Church has followed President Roosevelt’s career and congratulates him on succeeding to the presidency. Alaska is proud of Roosevelt and Church expects him to prevent Great Britain from claiming a disputed section of Alaskan territory.

C. Hart Merriam clarifies information he gave Theodore Roosevelt about the black-tail deer population. He also points out that the Rocky Mountain mule deer is present all along the eastern side of the Cascade and Sierra Nevada Ranges, as well as the mountains in southern California. Merriam tells Roosevelt that he will send more information about deer at a later date.

With Theodore Roosevelt’s assistance, C. Hart Merriam has been able to reach a conclusion regarding the bobcats of the southern Rocky Mountain region. Merriam was interested in seeing large skulls from Colorado to see if they match specimens from the Uinta Mountains. Merriam thanks Roosevelt for his contribution to the Biological Survey, and asks to keep some of the skulls. Merriam also responds to Roosevelt’s request for information about deer. Merriam has not been able to obtain a white-tailed deer specimen from any location in the far west.

Secretary of War Taft reports to President Roosevelt on labor negotiations with railroad employees working on the Panama Canal and isthmian railroad, touching on topics including pay schedules, sick pay, and overtime compensation. Taft recommends keeping the compensation and benefits package with which the workers were first recruited, but disagrees with some of their newer demands. Conditions are improving at the canal, including better living quarters, a lower rate of disease among workers, increased amusement options, and travel to the United States becoming easier. Taft attaches an account of the relevant hearings with labor and committee men.

Paul Niedieck informs President Roosevelt that he and Captain Charles Robert Eustace Radclyffe completed their journey to Kamchatka, Siberia, and Alaska. Niedieck is close to completing a book on his travels and asks if he might dedicate the book to Roosevelt.
