In a highlighted article titled “The President and the Negro,” Albert Shaw expresses his concern that President Roosevelt has neglected to hire a fair amount of negro federal officials: “President Roosevelt has made about eighty appointments of federal office holders in the State of North Carolina, of whom only one has been a negro.” The exception has been William Demos Crum, who was up for confirmation as collector of the port at Charleston. Crum’s confirmation was challenged by two Senators who attempted to adopt regulations that would prevent him from serving in the post.

Booker T. Washington reports what he knows about a certain person and his political convictions. He notes that the party voted for John M. Palmer and Simon Bolivar Buckner of the National Democratic Party in 1896, but entered the Democratic primaries in 1900 to help defeat the nomination of William Jennings Bryan. Washington suggests their friends be advised to appoint a Montgomery man to represent the “best class of white people” and to appoint William Demos Crum as internal revenue collector for South Carolina, representing the “best class of colored.”

Booker T. Washington submits a broad schedule for Vice President Roosevelt’s travels through Tuskegee, Alabama; Montgomery, Alabama; and Atlanta, Georgia. After the schedule is approved, Washington will begin work on a more detailed program for each location. Roosevelt’s upcoming visit has been “most enthusiastically received by all classes.”

Examiner Finch reports to Attorney General Griggs on charges made by former Deputy Marshal Samuel C. Samuels against United States Marshal for Alabama Leander J. Bryan and his deputies. Finch finds that on a prisoner transport, Ernest H. E. Warren used reduced rail fares instead of first class and pocketed the extra money. When Samuels reported the fraud, he was dismissed and replaced by a Deputy Marshal who was complicit in the fraud. Finch also finds that over $600 had been deposited in the accounts of Ernest H. E. Warren’s real estate firm, Warren & Stuart. Warren was the Marshal’s son-in-law. Finch recommends the immediate dismissal of the Marshal and the Deputy Marshals who participated in the fraud.
