Whitman H. Jordan responds to President Roosevelt’s request for his assessment of agricultural issues. He believes that the most significant changes to agriculture in the last fifty years are economic changes to farms and rural communities, which have had negative social consequences, and the application of science to agriculture. Jordan calls for “real research” in agriculture and patience for its results instead of desiring a quick return on investment.

Regarding the biological survey, President Roosevelt characterizes the actions of outgoing Senator James Wolcott Wadsworth as typical, dirty, and fitting of a “cheap demagog.” Roosevelt will speak with C. Hart Merriam about the matter, and he asks Florence Bayard Lockwood La Farge to have William Dutcher and his Audubon Society contacts mobilize the press and petition their senators as well.

Letter from William Henry Hunt to Theodore Roosevelt

Governor Hunt believes the current form of government will succeed in Puerto Rico. He suggests several changes to the management of Puerto Rico; including establishing the office of surveyor-general in order to settle the matter of public lands, providing Puerto Rico with funding to improve the educational opportunities for children, establishing an agricultural experimental station, improving harbor access, establishing a naval station, and placing a tariff on coffee in order to protect the local coffee growers from cheaply imported Brazilian coffee.
