Theodore Roosevelt encloses letters from Roger Alden Derby and William Hill. Roosevelt only knows Hill by reputation but believes his statements should be taken under consideration. He knows Derby well and will vouch for his character. Derby has done excellent agricultural work in North Carolina and his letter should also be considered.

Arthur W. Mitchell sends Theodore Roosevelt a pamphlet about the West Alabama Normal and Industrial Institute, a school similar to Tuskegee. They are trying to raise $10,000 and ask Roosevelt for a five-dollar donation.

Albert Waters, a “colored boy,” explains his living situation and educational experience. He asks Theodore Roosevelt if he knows anyone who would provide a financial advance to attend Tuskegee Institute or Howard University.

Harvey L. Simmons, a trustee of Fisk University, calls Theodore Roosevelt’s attention to the activities of Fisk University in educating African-Americans to be leaders in their communities. He cites the long history and effective programs that Fisk has put in place for educating students, as well as the endorsements it receives for its work.
