As per Roosevelt’s order and following Harris’s input, Secretary of the Navy Charles J. Bonaparte recommended Eustace Barron Rogers as a suitable replacement. Roosevelt wanted to inform Harris of Roger’s selection before making it public and expresses satisfaction with Harris’s administration of duties. While Harris’s resignation is effective on November 1, Roosevelt asks he remain on active duty as president of the board representing the Naval Pay Corps regarding the pending legislative inquiry affecting commissioned personnel.

Bonaparte can manage the USS Louisiana and USS Tennessee business as proposed.

President Roosevelt agrees with Secretary of War Taft that Culver C. Sniffen should be appointed Paymaster General and asks Taft to notify General Fred C. Ainsworth. He approves of Taft’s proposed travel arrangements for the Panama trip and is “extremely pleased” that Taft sent his speech to the Maine Committee to be reviewed by Speaker of the House Joseph Gurney Cannon or Representative Charles E. Littlefield. He sympathizes with Helen Herron Taft’s views of William Jennings Bryan. In a postscript, Roosevelt advices sending men to Cuba at once as “we cannot afford to neglect any chance of learning the situation down there.”

Letter from Theodore Roosevelt to S. H. Cowan

President Roosevelt agrees with most of what S. H. Cowan wrote in his letter, and would like for railroad rebates to be stopped and rates reduced. He believes it is wise for the Interstate Commerce Commission to have at least one person who can speak “with full understanding of and sympathy with the interests of the wage-workers,” and feels that the lack of such men in government is a constant problem. He is inclined to reappoint most of the members of the commission, but will try to fill the vacancies with a lawyer like Cowan describes.

Lane appointed to the Interstate Commerce Commission from California, it would not be possible to appoint another person from “the Inter-mountain States.” He appreciates what Albert Shaw said about the work of the latest session of Congress, and comments that he himself is pleased about the amount of legislation, as it is somewhat uncommon for so much to have been passed in a President’s second term.

Roosevelt is impressed with Carmody’s spirit and is confident he will do well.

President Roosevelt asks Fairfax Henry Wheelan to have formal letters for General Charles Albert Woodruff written to him and the Senators by people interested in army and West Point matters. He was very interested by Wheelan’s account of the San Francisco campaign. Roosevelt also asks if Wheelan knows anything about Franklin K. Lane, whom Benjamin Ide Wheeler “warmly” recommended be appointed to the Interstate Commerce Commission.
